IMPORTED NEGATIVE CINEMATOGRAPH FILMS. REGULATIONS DATED 3rd JUNE, 1930. IMPORTED NEGATIVE CINEMATOGRAPH FILMS. Regulations, dated 3rd June, 1930, made by the Revenue Commissioners under Section 12 of the Finance Act, 1922 (12 & 13 Geo. 5, c. 17), prescribing the conditions to be complied with by persons claiming that Imported Negative Cinematograph Film shall be treated for the purpose of the Duties Charged on Imported Cinematograph Films by Section 12 of the Finance (No. 2) Act, 1915 (5 & 6 Geo. 5, c. 89), as continued by Section 21 of the Finance Act, 1929 (No. 32 of 1929), as being Blank Film. I.—Before the producer and principal actors and artists employed for the production of the film leave Saorstát Eireann the persons organising the production must forward to the Revenue Commissioners an application that the negative film proposed to be taken be treated, if and when imported, as blank film and must furnish to them:— A statement of the name and chief or only place of business of the firm or company organising the productions and the name, address and nationality of the producer and of each of the principal actors and artists (if any); and where the whole film is scenic or topical, a complete itinerary, in duplicate, showing in order the scenes which it is proposed to photograph and the principal artists to be employed in the production thereof, or, in any other case, a complete copy, in duplicate, of the producer's scenario, or of such part thereof as may be required, clearly setting out each scene or section which it is intended to produce abroad, with the names of the principal actors and artists taking any part in the production of such scene or section. II.—If the Commissioners are satisfied that the persons organising the production of the film and employed in the production may be regarded as fulfilling the conditions prescribed by Section 12 of the Finance Act, 1922, a numbered "Certificate of Approval" will be issued to the producer or his authorised representative. III.—The Commissioners must be promptly notified of any change in the proposed itinerary or scenic order. IV.—Each section of film (unjointed) must contain the photographs at least two of the principals, with a background identical with that of one of the pictures contained in that section. For the purpose of this provision the principals are the producer, operator and principal actors employed in the production of the section of film. Such photographs, together with any other marking which the producer may deem desirable to facilitate identification, must remain on the films for inspection by the Officers of Customs and Excise at any time before the films are delivered out of Customs charge. V.—On importation of the films, the Certificate of Approval must be produced to the Officers of Customs and Excise at the port of importation. The films must be entered for warehousing at a specially approved bonded warehouse, where they will be registered previous to their delivery. Each package containing the films, or any part thereof, must be distinctly marked with the serial number of the Certificate of Approval. VI.—The warehousing entry must bear the number of the Certificate of Approval and be endorsed with the following declaration subscribed by the producer or his authorised representative:— "I declare that (1) the production of the films entered hereon was organised by whose chief or only place of business is in Saorstát Eireann; and (2) the producer and the principal actors and artists employed in the production are citizens of Saorstát Eireann domiciled therein. VII.—Security for the removal of the films under revenue seal to the warehouse must be given to the satisfaction of the Commissioners. VIII.—The Regulations dated August 8, 1922 ( ) and made by the Commissioners of Customs and Excise under Section 12 of the Finance Act, 1922, as to imported negative cinematograph films are hereby rescinded.
