STATUTORY RULES AND ORDERS. 1929. No. 24. In these regulations the expression " contracting State " means a State which is for the time being a party to the Convention. 3. The Interpretation Act, 1889, applies to the interpretation of these regulations in like manner as it applies to the interpretation of an Act of the Oireachtas passed before the 1st day of January, 1924. 4. No civil aircraft whether registered in Saorstát Eireann or registered by the competent authority in any other contracting State shall fly in or over the Phoenix Park, in the County of Dublin, on Sunday, the 23rd day of June, 1929. 5. Every person who flies or assists in flying any aircraft in contravention of these regulations shall be liable in respect of such contravention on summary conviction thereof to imprisonment for any term not exceeding six months and also to a fine of two hundred pounds.
