Adaptation of Enactments Act, 1922 , and the Ministers and Secretaries Act, 1924 , I, the Minister for Local Government and Public Health, do hereby order and direct as follows, that is to say:— 1. In this Order (1) the expression "the Minister" means the Minister for Local Government and Public Health; (2) the expressions " the Order of 1882," "the Order of 1901," and "the Order of 1919" mean respectively the Orders made by the Local Government Board for Ireland relating to boards of guardians and their officers bearing date respectively the 18th day of December, 1882, the 5th day of July, 1901, and the 7th day of March, 1919; (3) the expression "workhouse" includes a workhouse, infirmary or hospital; (4) the expression "minor officer" means a person appointed to or holding an office designated by the Minister as a minor office for the discharge of minor and subordinate duties in or about a workhouse. 2. This Order may be cited as the Boards of Guardians (Minor Officers) Order, 1928, and shall be read and construed as one with the Order of 1882, the Order of 1901, and the Order of 1919. 3. The proviso to Article 28 of the Order of 1882 shall be amended by the omission of the words " subject to the approval of the Local Government Board." 4. Article 35 of the Order of 1882 shall be amended by the addition of the words "Save as otherwise provided" before the words "The board of guardians." 5. So much of Article 41 of the Order of 1882 as would require the approval of the Minister to the payment of reasonable compensation to a temporary substitute for a nurse or a minor officer and so much of the said Article as would require the report to the Minister of the appointment of a temporary substitute for a nurse or minor officer is hereby revoked. 6. Paragraph (c) of Article 2 of the Order of 1901 shall be amended by the substitution of the words "minor officer" for the words "wardsmaid or attendant." 7. Paragraphs (d) (e) and (f) of Article 4 of the Order of 1901 are hereby revoked and in lieu thereof the following paragraphs shall be substituted:— (d) (i) A board of guardians shall appoint such number of qualified nurses as the Minister may from time to time direct or approve to assist the nurse of the workhouse in the performance of her duties, and generally in the nursing and care of the sick in the workhouse. (ii) A board of guardians shall appoint such number of fit persons to be minor officers as the Minister shall from time to time direct or approve and shall pay to each such person so appointed such reasonable salary, remuneration, or allowances as the board shall from time to time think proper. (e) Notwithstanding anything contained in paragraph (d) (i) of this Article a board of guardians may in any case where it is necessary owing to an increase in the number of inmates of a workhouse or other sufficient reason appoint temporarily such and so many qualified nurses as the board may determine who shall hold office for such period and be paid such remuneration as the board shall at the time of appointment determine. 8. Article 5 of the Order of 1901 shall be amended by the omission of the words "a wardsmaid or attendant" and by the substitution of the words "minor officer" for the words " paid attendant other than those employed in the workhouse infirmary and hospital." 9. So much of the Order of 1919 as would require the consent of the Minister in the case of a minor officer is hereby revoked. 10. Article 6 of the Order of 1901 is hereby revoked and in lieu thereof the following article shall be substituted:— 25. A board of guardians may, subject to the approval of the Minister first had and obtained, declare any office to be abolished but such approval shall not be required to the abolition of the office of any minor officer.
