The health minister must adopt a national program for palliative-care and support facilities within 30 days, and regions must submit projects for those facilities to the Ministry of Health. Le regioni must carry out the obligations listed in Annex 1 and in this agreement for 2005-2007; the Minister of Health has power to set health service standards and identify services by regulation. The Republic must protect health, provide free care to indigent people, and no one can be forced into a specific medical treatment except by law. Ministerial and interministerial regulations may be made only in the cases and with the authorization stated by law, and they must be communicated to the Prime Minister before issuance.
