This preamble says the 16 June 1937 order is made under article 12 of the 27 May 1937 grand-ducal order and concerns authorizing certain banks to obtain pledges on business goodwill. Named banks may obtain pledges over business assets, starting 21 June 1937, subject to later articles and any contrary provision.
