Law No. 18 of 2005 Establishment of the State Award for Children's Literature التشريعات | قانون رقم (18) لسنة 2005 بإنشاء جائزة الدولة لأدب الطفل

This Law hereby establishes the “State Award for Children's Literature” “the Award” in the field of children's literature and arts. The necessary funds shall be included in the budget of the Ministry of Culture, Arts and Heritage. The Award aims to promote Qatari and Arab heritage by encouraging outstanding Qatari and Arab writers and other innovators to produce works of high quality in children's literature and arts for the development of children's literary and cultural awareness, and to enrich Arab and Qatari libraries with such works The Award shall be made annually in the following fields: 1 - Story and novel. 2 - Poetry. 3 - Acting and theatre. 4 - Children's songs. 5 - Literary studies. 6 - Other areas of children's literature and arts. Works nominated for the Award shall be innovative and represent creativity in the fields described in Article 3. Other regulations governing candidates and their work shall be issued by a decision of the Minister of Culture, Arts and Heritage. a. The money value of the Award shall be decided by the Supreme Council foe Family Affairs, and shall be awarded to the winner in each field. In the case of multiple winners in any one field, the Award money shall be divided equally among them. The Chairperson of the Supreme Council foe Family Affairs, or their designee, shall present each winner with a gold medal and certificate. a. The Ministry of Culture, Arts and Heritage shall establish “Committee of Trustees of the State Award for Children's Literature” “the committee”, which shall consist of a president, vice president, and a complement of members of not less than five and not more than nine who shall possess expertise and competence in those fields for which the Award is made. The Minister of Culture, Arts and Heritage shall appoint the committee and determine its remuneration. The term of membership of the committee shall be three years and shall be renewable for the same period. The committee shall appoint a decision maker whose specialties and financial compensation shall be determined by the Minister of Culture, Arts and Heritage. The committee shall be responsible for the following: 1 -Supervising the implementation of the general policy of the Award. 2 - Developing rules and procedures concerning the organisation of the Award. 3 - Proposing the money value of the Award. 4 - Establishing the criteria in each field upon which literary and artistic works shall qualify for submission. 5 - Scheduling the submission date for literary and artistic works and announcement of the nominations. 6 - Selecting and announcing the winner in each field. 7 - Determining the procedures for presenting Award s and medals to the winners. a. The committee shall convene at the invitation of its president, at least once a month and whenever required. The meeting shall be attended by a majority of the members, including the president or vice president, and the decisions of the committee shall be issued by a majority vote. In the event of a tie, the president shall cast a vote to break the tie. Attendance or voting by proxy shall not be permitted. Where the president is absent or his post vacant, the vice president shall replace the president. The Committee shall establish a work system that includes rules to execute functions thereof. The committee may invite to its meetings any staff member from the Ministry of Culture, Arts and Heritage it deems appropriate, and other persons who are qualified in the fields of children's literature and arts. Such invitees, however, shall have no voting rights. Article 11 The scientific and cultural bodies shall submit to the committee the names of nominees for the Award. Writers, authors and intellectuals may nominate themselves directly to the committee, and must specify in their application their particular field of expertise. No person may be nominated each year for an Award in more than one field. The committee shall appoint individuals suitably qualified and experienced in children's literature and arts to evaluate the works submitted for the Award .The committee shall select the winner in each field according to the findings of the evaluation. The Minister of Culture, Arts and Heritage shall take the necessary decisions to implement the provisions of this law. All concerned authorities, each in their respective capacity, shall implement this law, which shall be published in the Official Gazette . --- تُنشأ جائزة في مجالات أدب وفنون الطفل تسمى «جائزة الدولة لأدب الطفل». وتدرج الاعتمادات المالية اللازمة لها في موازنة وزارة الثقافة والفنون والتراث. تهدف الجائزة إلى تشجيع الكتاب والأدباء وغيرهم من المبدعين ذوي العطاء المتميز من القطريين والعرب، على إنتاج أعمال رفيعة المستوى في مجالات أدب وفنون الطفل، يكون من شأنها تنمية قدرات الطفل الأدبية والثقافية وخلق الوعي الأدبي لديه، وإثراء المكتبة القطرية والعربية بالأعمال الأدبية والفنية في مجالات أدب الطفل المستوحى من التراث. تمنح الجائزة سنوياً في مجالات أدب وفنون الطفل التالية: 1- القصة والرواية. 2- الشعر. 3- التمثيل والمسرح. 4- أغاني الأطفال. 5- الدراسات الأدبية. 6- أية مجالات أخرى تتعلق بأدب وفنون الطفل. يشترط في الإنتاج المرشح لنيل الجائزة، أن يكون مبتكراً، ويمثل إبداعاً في مجالات أدب وفنون الطفل المنصوص عليها في المادة السابقة. ويصدر بالضوابط الأخرى الواجب توافرها في المرشح والإنتاج، قرار من وزير الثقافة والفنون والتراث. تحدد قيمة الجائزة بقرار من وزير الثقافة والفنون والتراث، وتمنح الجائزة للفائز في كل مجال من مجالاتها، وفي حالة تعدد الفائزين في المجال الواحد يقسم مبلغ الجائزة بينهم بالتساوي. ويمنح وزير الثقافة والفنون والتراث، أو من ينيبه، لكل فائز ميدالية ذهبية مع براءتها. تنشأ بوزارة الثقافة والفنون والتراث لجنة تسمى «لجنة أمناء جائزة الدولة لأدب الطفل» تشكل من رئيس، ونائب للرئيس، وعدد من الأعضاء لا يقل عن خمسة ولا يزيد على تسعة من ذوي الخبرة والكفاءة في المجالات التي تمنح عنها الجائزة، يصدر بتعيينهم وتحديد مكافآتهم قرار من وزير الثقافة والفنون والتراث. وتكون مدة العضوية في اللجنة ثلاث سنوات قابلة للتجديد لمدة أو مدد أخرى مماثلة. ويكون للجنة مقرر يصدر بتعيينه وتحديد اختصاصاته ومكافآته المالية قرار من وزير الثقافة والفنون والتراث. تختص اللجنة بالإشراف على شؤون الجائزة بما يحقق أهدافها، بوجه خاص ما يلي: 1- الإشراف على تنفيذ السياسة العامة للجائزة. 2- وضع القواعد والإجراءات المتعلقة بتنظيم أعمال الجائزة. 3- اقتراح الاعتمادات المالية اللازمة لمنح الجائزة. 4- وضع الأسس والمعايير اللازمة للمفاضلة بين الأعمال الأدبية والفنية المقدمة لنيل الجائزة في كل مجال من مجالاتها. 5- تحديد موعد الإعلان عن الجائزة، والترشيح لها، وبدء موعد تقديم الأعمال وانتهائه. 6- اختيار الفائز في كل مجال من مجالات الجائزة، وإعلان أسماء الفائزين. 7- تحديد إجراءات تسليم الجوائز والميداليات للفائزين. تجتمع اللجنة بدعوة من رئيسها، مرة كل شهر على الأقل، وكلما دعت الحاجة. ولا يكون اجتماعها صحيحاً إلا بحضور أغلبية الأعضاء، على أن يكون من بينهم الرئيس أو نائبه، وتصدر قرارات اللجنة بأغلبية أصوات الأعضاء الحاضرين، وعند تساوي الأصوات يرجح الجانب الذي منه الرئيس، ولا يجوز الإنابة في الحضور أو التصويت. ويحل نائب الرئيس محل الرئيس في حالة غيابه أو خلو منصبه. تضع اللجنة نظاماً لعملها، على أن يتضمن القواعد اللازمة لمباشرة اختصاصاتها. للجنة أن تدعو لحضور اجتماعاتها من ترى الاستعانة بهم من موظفي وزارة الثقافة والفنون والتراث وغيرهم من ذوي الكفاءة في مجالات أدب وفنون الطفل، دون أن يكون لهم حق التصويت. تقدم الجهات العلمية والثقافية إلى اللجنة أسماء من ترى ترشيحهم لنيل الجائزة، ويجوز للكتاب والأدباء والمبدعين ترشيح أنفسهم إلى اللجنة مباشرة، ويجب أن يحدد في طلب الترشيح المجال المطلوب نيل الجائزة عنه، ولا يجوز ترشيح الشخص لنيل الجائزة في أكثر من مجال من مجالاتها في العام الواحد. تعين اللجنة، لكل مجال من مجالات الجائزة، لجنة تقويم من ذوي الخبرة والكفاءة في مجالات أدب وفنون الطفل، تختص بإبداء الرأي في الأعمال المقدمة لنيل الجائزة. وتقوم اللجنة باختيار الفائز في كل مجال من مجالات الجائزة وفقاً لتقارير لجان التقويم. يصدر وزير الثقافة والفنون والتراث القرارات اللازمة لتنفيذ أحكام هذا القانون. على جميع الجهات المختصة، كل فيما يخصه، تنفيذ هذا القانون. وينشر في الجريدة الرسمية.
