A Committee to be known as the 'Committee overseeing the educational complexes', (hereinafter referred to as the Committee) shall be established with legal personality and budget annexed to the general budget of the State and subject to the supervision of the Emiri Diwan The Committee shall be constituted under the Chairpersonship of Ms. Sheikha Ahmed al-Mahmoud, Undersecretary of the Ministry of Education, and the membership of: Dr. Abdullah Hussein al-Kubaisi, Dean of the Faculty of Science at the University of Qatar Dr. Amina Abbas Kamal, Dean of the Faculty of Education at the University of Qatar Sheikh Hamad bin Jaber bin Jassim Al Thani, Director of Administrative Affairs at Qatar Petroleum Dr. Abdul Jalil Alhamanat, Educational adviser, Her Highness Office Mr. Tariq Abdullah Faraj Al-Abdullah, Director of Scientific Secondary Schools, Ministry of Education Ms. Farida Abdullah Alobaidly, Assistant Chief, Educational Guidance for primary stage, Ministry of Education Ms. Sabah Ismail al- Haidoos, Director of Secondary Scientific Statement The Committee shall have a Secretary, on whose appointment, definition of duties and financial remunerations, a decree of the Chairperson of the Committee shall be issued. The period of the Committee membership is three years, subject to renewal The Committee shall have the authorities and powers necessary to oversee: The educational complexes, each consisting of the existing schools from preliminary, primary, intermediate and secondary and which will be built in future; Novel projects in various stages of education; Propose new programmes and plans for expansion of such complexes and projects. The Committee shall carry out all the necessary works thereof, and in particular the following: Drawing the general policies plans and programmes to oversee the educational complexes and novel projects and follow up their implementation. Adoption of the annual budget of the Committee and its final account. Accepting the gifts, donations, bequests and grants offered to the Committee and that are not against its objectives. Inspection of the periodic reports and the follow-up reports related to the work flow. Approval of the organizational structure and issuance of the administrative, financial and technical bylaws and the bylaws for the staff in the educational complexes. The appointment of necessary staffs for the activity of the Committee, and in particular the educational complexes. Proposing fees and charges payable for the services provided by the educational complexes or novel projects. Approval of the funds disbursed by the Committee for its specified objectives. Submission of proposals on specifications, locations and equipments of the educational complexes in coordination with the competent authorities. The decisions of the Committee set forth in the items 2 and 5 shall take effect only after the approval of the Council of Ministers. The Chairperson of the Committee shall represent it in the Court and in its relations with third parties. The Committee shall meet at the invitation of its Chairperson, and whenever so requested by four members. The Committee meeting shall not be valid unless attended by a majority of its members with the Chairperson among them Chairperson of the Committee has the right, on its behalf, to sign in all affairs related to it, and may authorize one or some of the members of the Committee to sign in affairs he determines. The Chairperson of the Committee or any of its members may not have any personal interest, directly or indirectly, in contracts concluded with the Committee or on its behalf, or in projects undertaken by it. The financial resources of the Committee shall consist of: 1. Funds and financial credits allocated to it by the state. 2. The revenue generated from the exercise of their activities. 3. Gifts, bequests, donations and grants Committee funds may not be disbursed in purposes that are not specified in this resolution. The Committee shall have a discretionary annual budget prepared according to the rules defined by the internal bylaws as it shall have a special account to deposit their funds. The fiscal year shall start on April first and end in the end of March each year; the beginning of the first year shall be from the date of this decision taking effect and shall end at the end of March next year. The Committee shall submit to the Council of Ministers, a detailed report on aspects of its activities, its projects, workflow and the financial position in no later than three months after end date of the fiscal year, including its suggestions and recommendations. The Council of Ministers may, at any time, ask the Committee to submit reports to them regarding the administrative, financial and technical conditions of the Committee, or any facet of its activities or any information related thereto generally. The Audit Bureau shall assume the charge to inspect and review the accounts of the Committee All competent authorities, within their jurisdiction, shall enforce this law from the date of its publication in the Official Gazette --- تنشأ لجنة تسمى «لجنة الاشراف على المجمعات التربوية» تتمتع بالشخصية الإعتبارية، وتكون لها موازنة تلحق بالموازنة العامة للدولة، وتكون خاضعة لإشراف الديوان الأميري. تشكل اللجنة برئاسة السيدة/شيخة أحمد المحمود وكيل وزارة التربية والتعليم، وعضوية كل من: 1- الدكتور/عبد الله حسين الكبيسي عميد كلية العلوم بجامعة قطر 2- الدكتورة/أمينة عباس كمال عميد كلية التربية بجامعة قطر 3- الشيخ/حمد بن جابر بن جاسم آل ثاني مدير الشئون الإدارية بقطر للبترول 4- الدكتور/عبد الجليل الحمنات مستشار تعليمي بمكتب حرم سمو الأمير 5- السيد/طارق عبد الله فرج العبد الله مدير المدارس العلمية الثانوية بوزارة التربية والتعليم 6- السيدة/فريدة عبد الله العبيدلي مساعد رئيس التوجيه التربوي للمرحلة الابتدائية بوزارة التربية والتعليم 7- السيدة/صباح اسماعيل الهيدوس مديرة ثانوية البيان العلمية ويكون للجنة أمين سر يصدر بتعيينه وتحديد واجباته ومكافآته المالية قرار من رئيس اللجنة. مدة عضوية اللجنة ثلاث سنوات قابلة للتجديد. يكون للجنة السلطات والصلاحيات اللازمة للإشراف على المجمعات التربوية التي يضم كل منها مدارس للمراحل الأولية والإبتدائية والإعدادية والثانوية الحالية والتي سيتم إنشاؤها، والمشاريع المستحدثة في المراحل التعليمية المختلفة، ووضع البرامج وخطط التوسع لتلك المجمعات والمشاريع، كما يكون للجنة القيام بجميع الأعمال اللازمة لذلك، وبوجه خاص ما يلي: 1- وضع السياسات والخطط العامة والبرامج للإشراف على المجمعات التربوية والمشاريع المستحدثة ومتابعة تنفيذها. 2- إقرار الموازنة السنوية للجنة وحسابها الختامي. 3- قبول الهبات والتبرعات والوصايا والمنح التي تقدم للجنة والتي لا تتعارض مع أغراضها. 4- النظر في التقارير الدورية وتقارير المتابعة المتعلقة بسير العمل. 5- إقرار الهيكل التنظيمي، وإصدار اللوائح الإدارية والمالية والفنية، ولوائح العاملين، بالمجمعات التربوية. 6- تعيين العاملين اللازمين لنشاط اللجنة، وعلى الأخص المجمعات التربوية. 7- إقتراح الرسوم والأجور المستحقة عن الخدمات التي تقدمها المجمعات التربوية أو المشاريع المستحدثة. 8- الموافقة على ما يصرف من أموال اللجنة لأغراضها المحددة. 9- تقديم الاقتراحات بشأن مواصفات المجمعات التربوية ومواقعها وتجهيزاتها بالتنسيق مع الجهات المختصة. ولا تكون قرارات اللجنة المنصوص عليها في البندين (2، 5) نافذة إلا بعد اعتمادها من مجلس الوزراء. رئيس اللجنة، يمثلها أمام القضاء وفي علاقاتها مع الغير. تجتمع اللجنة بدعوة من رئيسها، وكلما طلب ذلك أربعة أعضاء. ولا يكون انعقاد اللجنة صحيحاً إلا بحضور أغلبية أعضائها على أن يكون من بينهم الرئيس. لرئيس اللجنة حق التوقيع عنها في كل ما يتعلق بشئونها، ويجوز له أن يفوض أحد أو بعض أعضاء اللجنة في التوقيع في الشئون التي يحددها. لا يجوز أن يكون لرئيس اللجنة أو لأي عضو من أعضائها، مصلحة شخصية مباشرة أو غير مباشرة في العقود التي تبرم مع اللجنة أو لحسابها أو في المشاريع التي تقوم بها. تتكون الموارد المالية للجنة من: 1- الأموال والاعتمادات المالية التي تخصصها لها الدولة. 2- الإيرادات التي تحققها من ممارسة أنشطتها. 3- الهبات والوصايا والتبرعات والمنح. لا يجوز صرف أموال اللجنة في غير الأغراض المحددة في هذا القرار. يكون للجنة موازنة سنوية تقديرية يتم إعدادها طبقاً للقواعد التي تحددها اللوائح الداخلية، كما يكون لها حساب خاص تودع فيه أموالها. وتبدأ السنة المالية من أول أبريل وتنتهي في آخر مارس من كل عام، على أن تبدأ السنة الأولى من تاريخ نفاذ هذا القرار. وتنتهي بنهاية مارس في العام التالي. ترفع اللجنة إلى مجلس الوزراء تقريراً مفصلاً عن أوجه نشاطها ومشروعاتها وسير العمل فيها ومركزها المالي في موعد لا يتجاوز ثلاثة أشهر من تاريخ انتهاء السنة المالية متضمناً اقتراحاتها وتوصياتها. لمجلس الوزراء في أي وقت، أن يطلب من اللجنة تقديم تقارير إليه عن أوضاعها الإدارية والمالية والفنية، أو أي وجه من وجوه نشاطها أو أي معلومات تتعلق بها بوجه عام. يتولى ديوان المحاسبة فحص ومراجعة حسابات اللجنة. على جميع الجهات المختصة، كل فيما يخصه، تنفيذ هذا القرار. ويُعمل به من تاريخ صدوره. وينشر في الجريدة الرسمية.
