Law No. 3 of 1993 on Charging for Parking Courtyards at Doha International Airport التشريعات | قانون رقم (3) لسنة 1993 بشأن فرض رسوم على انتظار السيارات بساحات مطار الدوحة

In applying the provisions of this Law, the following words and expressions shall have the meanings assigned to each, unless the context otherwise requires: “Minister” means the Minister of Communications and Transport. “Department” means the Department of Civil Aviation. “Airport” means Doha International Airport. “Squares” means the external squares attached to the Arrivals and Departure building which are allocated for car parking, except the spaces reserved for government employees at the airport and the squares and parking places designated for taxis. “Vehicles” means motor vehicles and machinery of all kinds as described in Law No. 10 of 1979. “The day” means every 24 hours of continuous parking. Parking fees shall be imposed on vehicles at courtyards of the airport according to the following categories: 1. 1 riyal for each hour or part thereof for the first six hours. 2. 15 riyals for the time period exceeding six hours during the first day. 3. 20 riyals for each day or part thereof following the first day up to a maximum of seven days. 4. 20 riyals for each day or part thereof after the seventh day. 5. 50 riyals per month for each vehicle of non-governmental workers at the airport. In all cases, the maximum period during which a vehicle may be parked in the airport courtyards shall be two months, and the regulations shall define the rules and procedures to be applied to vehicles parked in the airport courtyards beyond this period. The directorate of the airport shall collect the fees listed in the previous article, either in cash or by any other means determined by the airport administration authorities. 2. Notwithstanding the provisions of the previous paragraph, and with the Minister's approval based on the proposal of the airport administration, airport courtyards may be leased to one or more specialized companies for management and commercial utilisation, according to the conditions to be agreed upon, provided that such companies shall commit to the application of the categories of charges and exemptions under this Law for the duration of the lease contract. The charges provided in this Law may be amended or exempted by a resolution of the Council of Ministers upon the recommendation of the Minister. The Minister shall issue the regulations and decisions necessary for the implementation of this Law. All competent authorities, each within its own jurisdiction, shall enforce this Law sixty days after the date of its publication in the Official Gazette . --- في تطبيق أحكام هذا القانون يقصد بالكلمات الآتية المعاني الموضحة قرين كل منها ما لم يقتض السياق معنى آخر: الوزير: وزير المواصلات والنقل. الإدارة: إدارة الطيران المدني. المطار: مطار الدوحة الدولي الساحات: ساحات المطار الخارجية الملحقة بمبنى القادمين والمغادرين المخصصة لوقوف السيارات، عدا الساحات المخصصة للعاملين الحكوميين بالمطار والساحات والأماكن المخصصة لوقوف سيارات الأجرة. السيارات: السيارات والمركبات الميكانيكية والآلية بجميع أنواعها المنصوص عليها في القانون رقم (10) لسنة 1979 المشار إليه. اليوم: كل 24 ساعة انتظار متصلة. تفرض رسوم انتظار على السيارات، بساحات المطار وفقاً للفئات التالية: 1 ريال واحد عن كل ساعة أو جزء منها في الساعات الست الأولى. 15 ريالاً عما يجاوز الساعات الست الأولى خلال اليوم الأول. 15 ريالاً عن كل يوم أو جزء منه يلي اليوم الأول بحد أقصى سبعة أيام. 20 ريالاً عن كل يوم أو جزء منه بعد ذلك. 50 ريالاً شهرياً عن كل سيارة من سيارات العاملين غير الحكوميين بالمطار. وفي جميع الأحوال يكون الحد الأقصى لمدة الانتظار شهرين، وتحدد اللائحة التنفيذية القواعد والإجراءات التي تتخذ حيال السيارات التي يتجاوز انتظارها هذه المدة. (أ) تتولى الإدارة تحصيل الرسوم المنصوص عليها في المادة السابقة. ويتم التحصيل نقداً، أو بأية وسيلة أخرى تقررها الإدارة. (ب) استثناء من أحكام الفقرة السابقة، يجوز بموافقة الوزير بناء على اقتراح الإدارة، تأجير ساحات المطار إلى شركة أو أكثر من الشركات المتخصصة، وذلك لإدارتها واستغلالها وفقاً للشروط التي يتم الاتفاق عليها، مع الالتزام بفئات الرسوم والإعفاءات المنصوص عليها في هذا القانون طوال مدة العقد. يجوز بقرار من مجلس الوزراء بناء على اقتراح الوزير، تعديل الرسوم المنصوص عليها في هذا القانون أو الإعفاء منها. يصدر وزير المواصلات والنقل اللوائح والقرارات اللازمة لتنفيذ هذا القانون. على جميع الجهات المختصة، كل فيما يخصه، تنفيذ هذا القانون، ويعمل به بعد ستين يوماً من تاريخ نشره في الجريدة الرسمية.
