The provisions of Articles 6 , 11 , 12 , 12 bis (a) and 31 (2) of Law No. 2 of 1977, referred to above, shall be replaced by the following texts: “ Article 6 The University Council shall be composed of the Chancellor and a membership of: Vice-Chancellor for Academic Affairs. Vice-Chancellor for Research and Community Service. Vice-Chancellor for Administrative Affairs. The Deans of colleges. The Dean of Student Affairs. A director of one of the research centres at the University, to be selected by the Chancellor. A university teaching staff member, to be selected by the Chancellor. Three Qatari members from among the senior state officials and public figures: one shall represent the Ministry of Education and be nominated by the Minister; the second shall represent the Supreme Council for Planning; and the third shall have experience and status in the field of science. These three members shall be appointed for a renewable period of three years by a decision of the Emir after taking the opinion of the Council of Ministers. Article 11 The Chancellor of the university shall have three deputies to assist him.The first shall be for academic affairs, the second for research and community service, and the third for administrative affairs. The most senior vice-chancellor shall perform the chancellor's job as acting chancellor in his absence. TheVice-Chancellor of the university shall be a university professor. Where such Vice-Chancellor is of Qatari nationality, he may be an assistant professor.The appointment of the Vice-Chancellor shall be for a renewable period of four yearsby an Emiri decision. The competencies of each of the Vice-Chancellors shall be determined by the University Council, based on the proposal of the Chancellor. Article 12 The Vice-Chancellor for Administrative Affairs, in addition to his normal duties, shall perform the work of the secretariat of the University Council. Article 12 bis(a) The terms of reference of the Dean of Student Affairs shall be defined by the decision of the University Council, based on the proposal of the Chancellor. Article 31(2) The seniority between the various incumbents shall be according to the order of these positions in Articles 9 , 11 , 15 , 12 (bis) , 18 and 25 of this law.” All competent authorities, each within its own jurisdiction, shall execute this law which shall come into force on the date of its publication in the Official Gazette --- يستبدل بنصوص المواد ( 6 )، ( 11 )، ( 12 )، ( 12 مكرراً أ )، ( 31 فقرة ثانية ) من القانون رقم (2) لسنة 1977 المشار إليه، النصوص التالية: مادة (6) : يؤلف مجلس الجامعة برئاسة مدير الجامعة، وعضوية: (أ) نائب مدير الجامعة للشئون الأكاديمية. (ب) نائب مدير الجامعة للبحوث وخدمة المجتمع. (جـ) نائب مدير الجامعة لشئون الإدارة. (د) عمداء الكليات. (هـ) عميد شئون الطلاب. (و) أحد مديري مراكز البحوث في الجامعة، ويختاره مدير الجامعة. (ز) أحد أعضاء هيئة التدريس بالجامعة، ويختاره مدير الجامعة. (ح) ثلاثة أعضاء قطريين، من كبار موظفي الدولة والشخصيات العامة، يكون أحدهم ممثلاً لوزارة التربية والتعليم يرشحه الوزير، والثاني ممثلاً للمجلس الأعلى للتخطيط، والثالث من ذوي الخبرة والمكانة العلمية. ويكون تعيين الأعضاء الثلاثة بقرار من الأمير لمدة ثلاث سنوات قابلة للتجديد، بعد أخذ رأي مجلس الوزراء. مادة (11) : يكون لمدير الجامعة ثلاث نواب يعاونونه في إدارة شئونها، يكون أولهم للشئون الأكاديمية والثاني للبحوث وخدمة المجتمع، والثالث لشئون الإدارة. ويقوم أقدم النواب بأعمال المدير عند غيابه. ويشترط فيمن يعين في منصب نائب مدير الجامعة أن يكون أستاذاً جامعياً. فإذا كان قطري الجنسية، جاز أن يكون أستاذاً مساعداً. ويكون تعيين نائب مدير الجامعة بقرار أميري لمدة أربع سنوات قابلة للتجديد. وتحدد اختصاصات كل من نواب مدير الجامعة بقرار من مجلس الجامعة، بناءاً على اقتراح المدير. مادة (12) : يتولى نائب مدير الجامعة لشئون الإدارة، بالإضافة إلى أعماله، أمانة مجلس الجامعة. مادة (12) مكرراً (أ) : تحدد اختصاصات عميد شئون الطلاب بقرار من مجلس الجامعة، بناءاً على اقتراح المدير. مادة (31) فقرة ثانية: وتكون الأسبقية بين شاغلي الوظائف المختلفة، طبقاً لترتيب هذه الوظائف في المواد ( 9 ) و( 11 ) و( 15 ) و( 12 ) مكرراً و( 18 ) و( 25 ) من هذا القانون. على جميع الجهات المختصة، كل فيما يخصه، تنفيذ هذا القانون. ويعمل به من تاريخ صدوره. وينشر في الجريدة الرسمية.
