The Ministry of Economy and Finance, as the representative of the State of Qatar, is authorized to obtain direct loans and to issue public debt securities and Islamic securities not exceeding USD15,000,000,000 (fifteenbillion US dollars) or its equivalentvalue in other currencies and which may be issued and circulated in the secondary stock market inside and outside the state. The Minister of Finance or his delegate may sign the agreements related to this issue. The Minister of Economy and Finance shall determine, as per the requirement of each issue, the amount of the direct loan, the source of public debt securities and Islamic securities, the entitlement term, the annual revenue from subscriptions, as well as the date of payment thereof. The revenues of public debt securities and Islamic securities issued in accordance with this decision shall not be subject to income tax as imposed by the provisions of Law No. on Income referred to above. All concerned authorities, each within its own jurisdiction, shall implement this decision which shall come into force from the date of its publication in the Official Gazette . --- يُرخص لوزارة الاقتصاد والمالية بصفتها ممثلة لحكومة قطر بالاقتراض المباشر وبإصدار أوراق دين عام وأوراق مالية إسلامية في حدود مبلغ مقداره (15,000,000,000) خمسة عشر مليار دولار أمريكي أو ما يعادلها من عملات أخرى، ويجوز إصدارها وتداولها في السوق الثانوي للأوراق المالية داخل وخارج الدولة. ولوزير الاقتصاد والمالية أو من يفوضه توقيع الاتفاقيات الخاصة بهذا الشأن. يحدد وزير الاقتصاد والمالية مقدار الاقتراض المباشر والمصدر من أوراق الدين العام والأوراق المالية الإسلامية المنصوص عليها في المادة السابقة، ومن لهم حق الاكتتاب فيها، ومدة استحقاقها، وعائدها السنوي، ومواعيد دفعه، وذلك بحسب متطلبات كل إصدار. لا تخضع عوائد أوراق الدين العام والأوراق المالية الإسلامية المصدرة بناءً على هذا القرار للضريبة على الدخل المفروضة بموجب أحكام قانون الضريبة على الدخل المشار إليه. على جميع الجهات المختصة، كل فيما يخصه، تنفيذ هذا القرار، ويعمل به من تاريخ صدوره. وينشر في الجريدة الرسمية.
