1. A standing committee shall be formed at the Ministry of Economy and Commerce called “the National Committee for Coordination of the Affairs of the World Trade Organisation (WTO)” (hereinafter “the Committee”) and shall consist of a Chairperson, three members representing the Ministry of Economy and Commerce, and a representative of each of the following entities: The Ministry of Foreign Affairs. The Secretariat-General of the Council of Ministers. The Ministry of Energy and Industry. The Ministry of Finance. The Ministry of Municipal Affairs and Agriculture. The Supreme Council of Information and Communications Technology. The Planning Council. Qatar Central Bank. Qatar Petroleum. Qatar General Authority for Standards and Metrology. Qatar Chamber of Commerce and Industry. Each entity shall choose its representative on the Committee. The nomination of the Chairperson and members of the Committee shall be issued by a resolution of the Minister of Economy and Commerce and the Committee shall choose a Vice-Chairperson from among its members. r of Economy and Commerce.The Committee shall be specialised in the following: Informing the ministries and other government agencies on matters relating to the WTO. Alerting the State of Qatar to its obligations under WTO agreements. Conducting seminars, workshops and training courses on WTO topics. Coordinating and preparing the public and private sectors for ministerial meetings with the WTO. Coordinating with the Mission of the State of Qatar to the United Nations in Geneva in order to attend meetings on the work of WTO sub-committees. Informing the private sector on the potential opportunities, challenges and obstacles arising from the State's access to the WTO. Any other matters assigned by the Ministe 1. The Committee shall meet at least once every month upon the invitation of its Chairperson and shall develop a system for its work. Meetings shall be held during non-official working hours and shall be deemed valid only where attended by a majority of the members, including the Chairperson or Vice-Chairperson. The Committee shall issue its decisions by majority vote of the members present. Where there is a deadlock, the Chairperson shall have a casting vote. The Committee may establish sub-committees or working groups from among its members in order to study any matters falling under its competencies, and such sub-committees or working groups shall submit a report on their studies to the Committee. The Secretariat of the Committee shall be held by one or more employees of the Ministry of Economic and Commerce, and the Minister shall issue a resolution for their delegation and determination of their remuneration. The Committee may invite to its meetings any experienced person from among government or other employees to provide opinions on matters presented to it, but without having the right to vote. The Committee may request any necessary data from any person who conducts an activity connected to the Committee's tasks to assist it in the achievement of its objectives. The Committee shall provide such person with instruments, documents and data necessary to perform his activity. The Committee shall submit a monthly report to the Minister of Economy and Commerce containing the results of its works and its recommendations. The Chairperson and the Committee's members shall receive a remuneration of five hundred (500) Riyals for each meeting, up to a maximum of two thousand (2000) Riyals per month. Where any of them fail to attend a meeting, the amount of five hundred (500) Riyals shall be deducted for each meeting not attended. All competent authorities, each within its jurisdiction, shall enforce this Resolution which shall be effective from the date of its publication in the Official Gazette. --- تُنشأ بوزارة الاقتصاد والتجارة لجنة دائمة تُسمى اللجنة الوطنية للتنسيق فيما يختص بشؤون منظمة التجارة العالمية" وتشكل من ثلاثة أعضاء يمثلون وزارة الاقتصاد والتجارة يكون من بينهم الرئيس، وعضوية ممثل عن كل من الجهات التالية: - وزارة الخارجية. - الأمانة العامة لمجلس الوزراء. - وزارة الطاقة والصناعة. - وزارة المالية. - وزارة الشؤون البلدية والرزاعة . - المجلس الأعلى لاتصالات وتكنولوجيا المعلومات. - مجلس التخطيط. - مصرف قطر المركزي. - قطر للبترول. - الهيئة العامة القطرية للمواصفات والمقياييس . - غرفة تجارة وصناعة قطر. وتختار كل جهة ممثلها في اللجنة، ويصدر بتسمية رئيس وأعضاء اللجنة قرار من وزير الاقتصاد والتجارة، وتختار اللجنة نائباً للرئيس من بين أعضائها. تختص اللجنة فيما يتعلق بشئون منظمة التجارة العالمية بما يلي: 1- توعية الوزارات والجهات الحكومية الأخرى بالأمور المتعلقة بالمنظمة. 2- التنبيه إلى التزامات دولة قطر في اتفاقيات المنظمة. 3- عمل ندوات وحلقات عمل ودورات تدريبية في موضوعات وأمور المنظمة. 4- تنسيق المواقف وتحضير القطاعين العام والخاص للاجتماعات الوزارية للمنظمة. 5- التنسيق مع بعثة دولة قطر لدى الأمم المتحدة في جنيف من أجل متابعة حضور اجتماعات بعض لجان العمل الفرعية للمنظمة. 6- توعية القطاع الخاص بالفرص والتحديات والعوائق التي تترتب على انضمام الدولة إلى المنظمة. 7- أية أمور أخرى يكلفها بها وزير الاقتصاد والتجارة مما يرتبط باختصاصاتها السابقة. تجتمع اللجنة بدعوة من رئيسها مرة واحدة على الأقل كل شهر، وتضع نظاماً لعملها. وتعقد اجتماعاتها في غير أوقات العمل الرسمية. ولا تكون الاجتماعات صحيحة إلا بحضور أغلبية أعضائها، على أن يكون من بينهم الرئيس أو نائبه. وتصدر اللجنة قراراتها بأغلبية أصوات الأعضاء الحاضرين وفي حالة تساوي الأصوات يرجح الجانب الذي منه الرئيس. للجنة أن تشكل من بين أعضائها لجاناً أو مجموعات عمل فرعية لدراسة أي موضوع من الموضوعات الداخلة في اختصاصاتها وتقديم تقرير عنه للجنة. يتولى أمانة سر اللجنة موظف أو أكثر من موظفي وزارة الاقتصاد والتجارة يصدر بندبهم وتحديد مكافآتهم قرار من الوزير. للجنة أن تدعو لحضور اجتماعاتها من ترى ضرورة حضوره من أهل الخبرة من موظفي الحكومة أو غيرهم للاستعانة بآرائهم في الموضوعات المعروضة عليها، دون أن يكون لهم حق التصويت. للجنة أن تطلب البيانات التي تراها ضرورية من أي جهة تمارس نشاطاً متصلاً بمهامها أو يعاونها على تحقيق أهدافها، وعلى هذه الجهة موافاتها بما تطلبه من الوثائق والمستندات والبيانات التي تراها ضرورية لأداء عملها. ترفع اللجة تقريراً شهرياً إلى وزير الاقتصاد والتجارة، يتضمن نتائج أعمالها وتوصياتها. يتقاضى كل من رئيس وأعضاء اللجنة مكافأة قدرها (500) خمسمائة ريال عن كل اجتماع وبحد أقصى قدره (2000) ألفين ريال في الشهر. وإذا تخلف أي منهم عن حضور أحد الاجتماعات خصم منه مبلغ (500) خمسمائة ريال عن كل اجتماع تخلف عنه. على جميع الجهات المختصة، كل فيما يخصه، تنفيذ هذا القرار. ويعمل به من تاريخ صدوره. وينشر في الجريدة الرسمية.
