The Council of Ministers Resolution No. 17 of 2003 on the Establishment of a Committee for Naming Areas, Neighbourhoods, Streets and Squares التشريعات | قرار مجلس الوزراء رقم (17) لسنة 2003 بإنشاء لجنة تسمية المناطق والأحياء والشوارع والميادين

The Committee shall be concerned with the following: Reviewing the current names of areas, neighbourhoods, streets and squares and proposing alternative names, where necessary; Proposing names for new or unnamed areas, neighbourhoods, streets and squares; and Expressing an opinion concerning the names proposed by official and proprietary bodies. The Committee shall establish a system for its work, including the dates of meetings and the rules necessary for exercising its competencies. 1. The Committee shall meet at least four times every month, outside official working hours and upon the invitation of its Chairperson. Its meetings shall only be valid upon the attendance of the majority of its members. The Committee's resolutions shall be taken by majority vote of attending members. Where there is a deadlock, the Chairperson shall have a casting vote. The Committee may request from the relevant bodies such data and documents it deems necessary and may invite the attendance of representatives of such bodies it deems appropriate to provide any explanations it deems necessary for the conduct of its functions. The Committee may seek, where appropriate, the assistance of experts and technicians from among government employees or others. The Committee shall submit its recommendations to the Central Municipal Council, which shall in turn submit them, coupled with its proposals, to the Minister of Municipality and Urban Planning to take appropriate decisions thereon. The Chairperson and members of the Committee shall each receive a monthly bonus of twothousand Riyals (QR 2,000), provided that the number of Committee meetings shall not be fewer than four per month. Where a member fails to attend a meeting, the sum of five hundred Riyals (QR 500) shall be deducted from the member's bonus for each meeting he fails to attend. All competent authorities, each within their jurisdiction, shall enforce this Resolution from the date of its publication in the Official Gazette . --- "تُنشأ بوزارة البلدية والتخطيط العمراني لجنة تسمى "لجنة تسمية المناطق والأحياء والشوارع والميادين"، تُشكل على النحو التالي: ثلاثة ممثلين عن وزارة البلدية والتخطيط العمراني، يكون من بينهم رئيس اللجنة ونائبه. - ممثل عن المجلس الأعلى للتعليم عضواً. - ممثل عن وزارة الثقافة والفنون والتراث عضواً. - ممثل عن هيئة الأشغال العامة عضواً ومقرراً. - ممثلين اثنين عن المجلس البلدي المركزي عضوين. - ممثلين اثنين عن القطاع الخاص يختارهما وزير البلدية والتخطيط العمراني عضوين. وتختار كل جهة من يمثلها في عضوية اللجنة، ويصدر بتسمية رئيس ونائب رئيس وأعضاء اللجنة قرار من وزير البلدية والتخطيط العمراني. وتكون مدة عضوية اللجنة ثلاث سنوات، قابلة للتجديد لمدة أو لمدد أخرى مماثلة." تختص اللجنة بالآتي: 1- مراجعة الأسماء الحالية للمناطق والأحياء والشوارع والميادين واقتراح الأسماء البديلة إذا اقتضى الأمر. 2- اقتراح أسماء المناطق والأحياء والشوارع والميادين الغير مسماه أو الجديدة. 3- إبداء الرأي في الأسماء التي تقترح من الجهات الرسمية أو الأهلية. تضع اللجنة نظاماً لعملها، على أن يتضمن مواعيد إجتماعاتها والقواعد اللازمة لممارسة إختصاصاتها. تجتمع اللجنة بدعوة من رئيسها أربعة اجتماعات شهرياً على الأقل، في غير مواعيد العمل الرسمية، ولا يكون إجتماعها صحيحاً إلا بحضور أغلبية الأعضاء، وتتخذ قراراتها بأغلبية أصوات الأعضاء الحاضرين، وإذا تساوت الأصوات يرجح الجانب الذي منه الرئيس. للجنة أن تطلب ما تراه لازماً من بيانات أو مستندات من الجهات ذات الصلة، ولها أن تدعو من ترى حضوره من ممثلي تلك الجهات للحصول على أي إيضاحات تراها ضرورية لأداء عملها، وأن تستعين بمن ترى الاستعانة بهم من الخبراء والفنيين من موظفي الحكومة أو غيرهم. ترفع اللجنة توصياتها إلى المجلس البلدي المركزي، ليتولى رفعها مشفوعة باقتراحاته إلى وزير البلدية والتخطيط العمراني لاتخاذ القرارات المناسبة بشأنها. يتقاضى كل من رئيس وأعضاء اللجنة مكافأة مقدارها (2000) ألفا ريال شهرياً، بشرط ألا يقل عدد إجتماعاتها عن أربعة إجتماعات في الشهر، وإذا تخلف أي منهم عن حضور أحد الاجتماعات، خصم منه مبلغ (500) خمسمائة ريال عن كل إجتماع تخلف عنه. على جميع الجهات المختصة، كل فيما يخصه، تنفيذ هذا القرار. ويُعمل به من تاريخ صدوره. ويُنشر في الجريدة الرسمية.
