The General Authority for Youth and Sports shall be formed of a President, Deputy President, Secretary General and Assistant Secretary General. An Emiri Decree shall be issued appointing the President. Another Emiri Decree shall be issued appointing Deputy President and Assistant Secretary General as per the suggestion of Authority President The Authority shall aim to draw up general policy for the Youth and Sports programs for achieving perfection in aspects of the activities pertaining to youth and sports in order to create a socially, physically and mentally good citizen. For achieving such goals the Authority shall be particularly concerned with the following: Drawing up a general policy for taking care of youth in various stages of their growth, training and preparing leaders required to work in this field, approving plans, regulations and projects ensuring the same and to supervise its implementation through appropriate executive bodies. Creating, organising and supporting the youth and sports clubs, unions and establishments, including associations for youth and sports activities not others, to encourage youngsters to join them, to follow-up its activities, to supervise, direct, coordinate and evaluate them. Formulating plans for State of Qatar's representation abroad in the areas of Youth and Sports. Endorsing Scientific and promotional awards and incentives and other means of literary and material enticement in various areas of Youth and Sports. Authorisation to accept financial and in-kind subsidies, grants and donations to the Authority and its subsidiary bodies offered by individuals or local and foreign entities. Adoption of draft financial estimates needed to create and support projects, activities and researches on youth and sports, and providing them with financial and in-kind aids. Proposing Youth and Sports related legislation. And any other functions assigned to the authority by the Council of Ministers Resolution. The Authority shall have a technical Secretariat, headed by the Secretary General of the Authority and includes Assistant Secretary General and adequate number of efficient staff. The Authority of Youth and Sports shall consist of the following administrative units: 1. Department of Youth 2. Department of Sports Affairs 3. Department of Media and Public Relations 4. Department of Facilities and Utilities 5. Department of Financial and Administrative Affairs If the type of work needs, other departments may be formed, or existing ones may be abolished or merged with others as per the order of the President of the Authority. An order shall be issued by the President regarding the internal structure of the Authority and its terms of reference. A unit for planning and follow-up shall be formed by the Authority, following a decree from the President, which shall undertake all functions stipulated in the Emiri Decree No. 4 of 1989 regarding the establishment of the Supreme Council for Planning. The Technical Secretariat of the Authority shall prepare draft annual budget and final account as per the rules prescribed in the Authority's financial bylaw The Authority shall prepare a detailed report on aspects of its activities, projects and its functioning in a deadline no later than three months from the end of the fiscal year. The Authority shall lay down the administrative and financial bylaws necessary for its functions including special bylaws for employees, and such regulations shall be issued by a decree from the President of the Authority The Audit Bureau shall audit the accounts of the Authority. Any provision contradicting these bylaws should be nullified All competent authorities, each within their jurisdiction, shall enforce these bylaws from the date of its publication in the Official Gazette . --- تشكل الهيئة العامة للشباب والرياضة من رئيس ونائب للرئيس، وعضوية كل من الأمين العام والأمين العام المساعد للهيئة. ويصدر بتعيين الرئيس قرار أميري. كما يصدر بتعيين نائب الرئيس والأمين العام المساعد قرار أميري بناء على عرض رئيس الهيئة. تتولى الهيئة رسم السياسة العامة لبرامج الشباب والرياضة لتحقيق التكامل في أوجه النشاط في مجالات الشباب والرياضة لتكوين المواطن الصالح اجتماعياً وبدنياً وعقلياً، وفي سبيل تحقيق هذه الأهداف تختص الهيئة بوجه خاص بما يلي: 1- وضع السياسة العامة لرعاية الشباب في مراحل نموه المختلفة وتدريب وإعداد القادة اللازمين للعمل في هذا الميدان، وإقرار الخطط والأنظمة والمشروعات الكفيلة بذلك، والإشراف على تنفيذها من خلال الأجهزة التنفيذية المختصة. 2- إنشاء وتنظيم ودعم الأندية والاتحادات والمنشآت الشبابية والرياضية بما في ذلك الجمعيات ذات الأنشطة الشبابية والرياضية دون غيرها من الجمعيات وتشجيع الشباب على الالتحاق بها، ومتابعة أعمالها والإشراف عليها وتوجيهها والتنسيق بينها وتقويمها. 3- وضع خطط تمثيل دولة قطر في الخارج في مجالات الشباب والرياضة. 4- اقرار الجوائز والحوافز العلمية والتشجيعية وغيرها من وسائل الترغيب الأدبية والمادية في مجالات الشباب والرياضة المختلفة. 5- الموافقة على قبول الإعانات والهبات والتبرعات المالية والعينية التي تقدم للهيئة والأجهزة التابعة لها من الأشخاص أو الجهات المحلية والأجنبية. 6- اعتماد مشروع التقديرات المالية اللازمة لإنشاء ودعم المشروعات والنشطة والبحوث الخاصة بالشباب والرياضة وإمدادها بالمعونات المالية والعينية. 7- اقتراح التشريعات الخاصة بالشباب والرياضة. 8- أية اختصاصات أخرى يعهد بها للهيئة بقرار من مجلس الوزراء. تكون للهيئة أمانة فنية يرأسها أمين عام الهيئة وتضم الأمين العام المساعد وعدداً كافياً من الموظفين ذوي الكفاءة. تتألف الهيئة العامة للشباب والرياضة من الوحدات الإدارية التالية: 1- إدارة الشباب. 2- إدارة الشئون الرياضية. 3- إدارة العلاقات العامة والإعلام. 4- إدارة المنشآت والمرافق. 5- إدارة الشئون الإدارية والمالية. ويجوز بقرار من رئيس الهيئة إنشاء إدارات أخرى، أو إلغاء بعض الأدارات القائمة أو دمجها في إدارات أخرى، وفقاً لما تتطلبه حاجة العمل. ويصدر بالتنظيم الداخلي للهيئة وتوزيع الاختصاصات بها قرار من رئيس الهيئة. تنشأ بالهيئة وحدة للتخطيط والمتابعة يصدر بتشكيلها قرار من رئيس الهيئة، وتتولى الاختصاصات المنصوص عليها في القرار الأميري رقم (4) لسنة 1989 بإنشاء المجلس الأعلى للتخطيط. تعد الأمانة الفنية للهيئة مشروع الميزانية السنوية وحسابها الختامي طبقاً للقواعد التي تقررها اللائحة المالية للهيئة. تعد الهيئة تقريراً مفصلاً عن أوجه نشاطها ومشروعاتها وسير العمل فيها في موعد لا يتجاوز ثلاثة أشهر من نهاية السنة المالية. تضع الهيئة اللوائح الإدارية والمالية اللازمة لأعمالا بما في ذلك اللوائح الخاصة بالعاملين، وتصدر هذه اللوائح بقرار من رئيس الهيئة. يتولى ديوان المحاسبة مراقبة حسابات الهيئة. يلغى كل حكم يخالف أحكام هذا القرار. على جميع الجهات المختصة، كل فيما يخصه، تنفيذ هذا القرار. ويعمل به من تاريخ صدوره. وينشر في الجريدة الرسمية.
