Law No. 7 of 2012 on the Educational Voucher System التشريعات | قانون رقم (7) لسنة 2012 بنظام القسائم التعليمية

1. The educational voucher system shall be applied to all Qatari students enrolled in the schools selected by the Supreme Education Council (SEC), according to the criteria, conditions and policies of admission and registration which are determined by the Council. In the application of the provisions of this Law, educational vouchers shall mean a sum of money granted by the State to cover all or part of the tuition fees in the schools indicated in the previous paragraph. 1. The value of the educational vouchers shall cover a student's tuition fees up to a maximum of twenty eight thousand (28,000) Riyals per academic year for all stages. Such value may be amended by a resolution of the Council of Ministers, upon the proposal of the Minister of Education and Higher Education. 1. Governmental entities shall pay the value of the educational vouchers payable to the schools indicated in Article 1 of this Law for (a) the children of employees in these entities and (b) the children of those who are to be retired before the application of Law No. 24 of 2002 on Retirement and Pensions. The Supreme Education Council for shall pay the value of the educational vouchers for the children of employees in non-governmental entities and the children of people who do not work in any of the entities. Furthermore, the General Retirement and Social Insurance Authority shall pay such value for the children of those who are subject to the Retirement and Social Insurance Regulation, after completion of the necessary supporting documents. The Minister of Education and Higher Education shall pass a resolution with respect to the application of the controls and procedures of the educational voucher system, after being approved by the Council of Ministers. 1. The provisions of this Law shall not prejudice that which is granted by the governmental or non-governmental entities to its employees with respect to the special advantages of tuition fees for their children. The indicated advantages, which are granted by the governmental entities, shall remain valid for one year from the effective date of this Law and be renewable by a resolution from the Minister of Education and Higher Education, approved by the Council of Ministers. The Minister of Education and Higher Education shall pass the necessary resolutions to execute the provisions of this Law. All competent authorities, each within its jurisdiction, shall enforce this Law which shall be published in the Official Gazette . --- يُطبق نظام القسائم التعليمية على جميع الطلاب القطريين المسجلين بالمدارس التي تختارها وزارة التعليم والتعليم العالي، وفقاً للمعايير والشروط وسياسة القبول والتسجيل التي تحددها الوزارة. ويُقصد بالقسائم التعليمية في تطبيق أحكام هذا القانون، مبلغ مالي تمنحه الدولة لتغطية كل أو جزء من الرسوم الدراسية المقررة بالمدارس المشار إليها في الفقرة السابقة. تكون قيمة القسائم التعليمية بما يغطي الرسوم الدراسية للطالب، وبحد أقصى قدره (28,000) ثمانية وعشرون ألف ريال للعام الدراسي الواحد في جميع المراحل. ويجوز تعديل قيمة القسيمة التعليمية بقرار من مجلس الوزراء، بناءً على اقتراح وزير التعليم والتعليم العالي. تتولى وزارة التعليم والتعليم العالي سداد قيمة القسائم التعليمية المستحقة للمدارس المشار إليها في المادة (1) من هذا القانون، عن جميع الطلاب القطريين المسجلين بهذه المدارس. ويصدر بضوابط وإجراءات تطبيق نظام القسائم التعليمية، قرار من وزير التعليم والتعليم العالي. لا يسري نظام القسائم التعليمية المنصوص عليه في هذا القانون على أولاد الموظفين بالجهات الحكومية التي تمنح موظفيها مزايا خاصة بالرسوم الدراسية لأولادهم. يصدر وزير التعليم والتعليم العالي القرارات اللازمة لتنفيذ أحكام هذا القانون. على جميع الجهات المختصة، كل فيما يخصه، تنفيذ هذا القانون. ويُنشر في الجريدة الرسمية.
