Two Awards in the field of sciences, arts and literature are hereby established and shall be called the “Appreciative State Award” ASA and the “Incentivising State Award” ISA respectively. The funds necessary for such Awards shall be included in the Budget of the National Council for Culture, Arts and Heritage The ASA shall be granted to scientists andcreative persons in recognition of their overall scientific and creative efforts in the following fields: Islamic studies. Social, economic and political studies. Pure and applied sciences. Poetry, stories, novels and drama. Literal, critical and linguistic studies and translation. Fine, theatrical, musical and other forms of art. A candidate for the ASA shall be qualified as follows: Of Qatari nationality. Of good credentials and sound reputation. Surviving, unless deceased after being elected as a candidate. Having authored works, studies, scientific research, or artistic works previously publicised, presented or implemented. Having products with such scientific or artistic value which would enrich cultural and intellectual life locally and internationally. يمنح الفائز بجائزة الدولة التقديرية مبلغ (500.000) خمسمائة ألف ريال. ويمنح الأمير أو من ينيبه، الفائز ميدالية ذهبية مع براءتها. The ASA shall be granted once every two years and it shall not be divided or granted to the same person more than once The ASA shall be granted to researchers and promising creative persons of distinguished contributions in the fields provided for in Article 2 hereto. A candidate for the ISA shall be qualified as follows: Of Qatari nationality. Of good credentials and sound reputation. Surviving, unless deceased after being nominated as a candidate. Of original products, including addition to knowledge and contribution to the enrichment of cultural and intellectual life. Of publicised or artistically performed products. Not having the products been presented as a thesis or research for obtaining an academic degree. Not having the same products been nominated in more than two rounds. Having products with such scientific or artistic value which would enrich cultural and intellectual life locally and internationally. Nomination shall be conducted through a scientific or cultural body or institution. Individuals may present their products directly to the Committee. يُمنح الفائز بجائزة الدولة التشجيعية مبلغ (300,000) ثلاثمائة ألف ريال، وتمنح هذه الجائزة كل عامين، ويجوز منحها أكثر من مرة في الدورة ذاتها، ويجوز أن يتقاسمها أكثر من شخص في المجال الواحد، كما يجوز منحها للشخص الواحد أكثر من مرة إذا اختلف موضوع الترشيح. ويمنح وزير الثقافة والفنون والتراث الفائز ميدالية ذهبية مع براءتها. وفي حالة تعدد الفائزين في المجال الواحد، يقسم مبلغ الجائزة بينهم بالتساوى ويمنح كل منهم ميدالية ذهبية مع براءتها. A winner of an ISA shall be granted the amount of one hundred and fifty thousand (150,000) Qatari Riyals. The ISA shall be granted once every year. It may be granted more than once at the same round, and the ISA can be divided among more than one person in the same field. The ISA can be granted twice to the same person provided the subject-matter of nomination is different. The Minister of Culture, Arts and Heritage shall grant the winner a gold medal, together with the exclusive right thereto. Where several winners exist in the same field, the ISA amount shall be divided equally among such winners and each one shall be granted a gold medal, together with the exclusive right thereto. A person granted the ISA shall be eligible to be nominated for the ASA. A committee shall be established in the Ministry of Culture, Arts and Heritage to be called the “State Appreciative and State Incentivising Awards Committee of Trustees SASIACT”, which shall be constituted with the chairmanship of the Minister, a Deputy Chairperson and five members of credit in the fields of science, arts and literature. A decision of the Council of Ministers, following a recommendation from the Minister of Culture, Arts and Heritage shall appoint the foregoing and define their remuneration. The Committee shall have a secretary to be nominated by the Council, which shall define functions and financial remuneration thereof. The Committee shall be responsible for the supervision over the affairs pertaining to the State Appreciative and State Incentivising Awards in a manner that would achieve their objectives and shall particularly be responsible for the following: Supervising the general policy pertaining to the two awards. Announcing for the two awards and fixing the time for the submission of nominations. Assessing the intellectual and creative performance of the candidates for the ASA, deciding on winners thereof and announcing the final results. Recommending the necessary funds for granting the two awards. The tenure of office for the Committee shall be three years, renewable for one or more similar periods. Bodies and institutions specialised in sciences, arts and culture may submit to the Committee the names of candidates they consider for nomination for the two Appreciative and Incentivising Awards, with a detailed report on the basis for such nomination. The Committee of Trustees may, should it receive no nominations from any such bodies or institutions, select whomever it deems suitable for the State Appreciative Award. The Committee shall convene at least once monthly upon invitation by its Chairperson or as necessary. No such meeting shall be valid without the attendance of the majority of its members who shall include the Chairperson or the Deputy Chairperson. Decisions shall be issued by a majority of the members present at the meeting, and upon deadlock the Chairperson shall have a casting vote. The Committee may invite to its meeting whomever it considers for assistance among the personnel of the Ministry of Culture, Arts and Heritage or other persons of credit in the fields of science, arts and literature, provided they shall have no voting rights. The Committee shall appoint assessment committees from among people of credit and expertise in the fields of science, arts and literature, for opining on the works of candidates for the ISA. The Committee shall, on the basis of reports from such committees, determine the winner. The procedures for delivering the State Appreciative and Incentivising Awards shall be determined by a decision of the Committee. The Minister of Culture, Arts and Heritage shall issue, on the recommendation of the Committee, the necessary decisions for the implementation of this Law. All the relevant bodies, each as regards to its specialisation, shall implement this Law, which shall be published in the Official Gazette . --- تنشأ جائزتان في مجال العلوم والفنون والآداب، تسميان «جائزة الدولة التقديرية»، و«جائزة الدولة التشجيعية». وتدرج الاعتمادات المالية اللازمة لهما في موازنة وزارة الثقافة والفنون والتراث. تمنح جائزة الدولة التقديرية للعلماء والمبدعين تكريماً وتقديراً لهم عن مجمل عطائهم العلمي والابداعي، وذلك في المجالات التالية: 1. الدراسات الإسلامية. 2. العلوم الاجتماعية والاقتصادية والسياسية. 3. العلوم البحتة والتطبيقية. 4. الشعر والقصة والرواية والمسرح. 5. الدراسات الأدبية والنقدية واللغوية والترجمة. 6. الفنون التشكيلية والمسرحية والموسيقية وغيرها من الفنون. يشترط في المرشح لنيل جائزة الدولة التقديرية ما يلي: 1. أن يكون قطري الجنسية. 2. أن يكون محمود السيرة، حسن السمعة. 3. أن يكون على قيد الحياة، ما لم يكن قد توفى بعد ترشيحه. 4. أن تكون له مؤلفات أو دراسات أو أبحاث علمية أو أعمال فنية سبق نشرها أو عرضها أو تنفيذها. 5. أن يكون انتاجه ذا قيمة علمية أو فنية من شأنها إثراء الحياة الثقافية والفكرية محلياً أو عالمياً. يمنح الفائز بجائزة الدولة التقديرية مبلغ (500.000) خمسمائة ألف ريال. ويمنح الأمير أو من ينيبه، الفائز ميدالية ذهبية مع براءتها. تمنح جائزة الدولة التقديرية مرة واحدة كل عامين، ولا يجوز تقسيمها، أو منحها للشخص الواحد أكثر من مرة. تُمنح جائزة الدولة التشجيعية للباحثين والمبدعين الواعدين من ذوي العطاء المتميز في المجالات المنصوص عليها في المادة (2) من هذا القانون. يشترط في المرشح لنيل جائزة الدولة التشجيعية ما يلي: 1. أن يكون قطري الجنسية. 2. أن يكون محمود السيرة، حسن السمعة. 3. أن يكون على قيد الحياة ما لم يكن قد توفى بعد ترشيحه. 4. أن يكون انتاجه أصيلاً، يتضمن إضافة معرفية، ويسهم في إثراء الحياة الثقافية والفكرية. 5. أن يكون انتاجه منشوراً، أو منجزاً فنياً. 6. ألا يكون انتاجه قد سبق تقديمه كرسالة أو بحث لنيل درجة علمية. 7. ألا يكون انتاجه ذاته قد تم ترشيحه في أكثر من دورتين. ويكون الترشيح للجائزة عن طريق هيئة أو مؤسسة علمية أو ثقافية، ويجوز للأفراد تقديم إنتاجهم إلى اللجنة مباشرة. يُمنح الفائز بجائزة الدولة التشجيعية مبلغ (300,000) ثلاثمائة ألف ريال، وتمنح هذه الجائزة كل عامين، ويجوز منحها أكثر من مرة في الدورة ذاتها، ويجوز أن يتقاسمها أكثر من شخص في المجال الواحد، كما يجوز منحها للشخص الواحد أكثر من مرة إذا اختلف موضوع الترشيح. ويمنح وزير الثقافة والفنون والتراث الفائز ميدالية ذهبية مع براءتها. وفي حالة تعدد الفائزين في المجال الواحد، يقسم مبلغ الجائزة بينهم بالتساوى ويمنح كل منهم ميدالية ذهبية مع براءتها. يُمنح الفائز بجائزة الدولة التشجيعية مبلغ (150,000) مائة وخمسون ألف ريال، وتمنح هذه الجائزة كل عامين، ويجوز منحها أكثر من مرة في الدورة ذاتها، ويجوز أن يتقاسمها أكثر من شخص في المجال الواحد، كما يجوز منحها للشخص الواحد أكثر من مرة إذا اختلف موضوع الترشيح. ويمنح وزير الثقافة والفنون والتراث الفائز ميدالية ذهبية مع براءتها. وفي حالة تعدد الفائزين في المجال الواحد، يقسم مبلغ الجائزة بينهم بالتساوى ويمنح كل منهم ميدالية ذهبية مع براءتها. يجوز لمن مُنح جائزة الدولة التشجيعية أن يُرشح لجائزة الدولة التقديرية. تُنشأ بوزارة الثقافة والفنون والتراث لجنة تسمى «لجنة أمناء جائزتي الدولة التقديرية والتشجيعية» تشكل برئاسة الوزير، ومن نائب للرئيس، وخمسة أعضاء من ذوي الكفاءة في مجالات العلوم والفنون والآداب يصدر بتعيينهم وتحديد مكافآتهم قرار من مجلس الوزراء، بناء على اقتراح وزارة الثقافة والفنون والتراث. ويكون للجنة أمين سر يختاره الوزارة، ويحدد اختصاصاته ومكافأته المالية. تختص اللجنة بالإشراف على شؤون الجائزتين التقديرية والتشجيعية بما يحقق أهدافهما، وبوجه خاص ما يلي: 1. الإشراف على تنفيذ السياسة العامة للجائزتين. 2. الإعلان عن الجائزتين وتحديد مواعيد تقديم الترشيحات. 3. تقويم الأداء الفكري والإبداعي للمرشحين لنيل جائزة الدولة التقديرية، وتحديد الفائزين بها، وإعلان النتيجة النهائية. 4. اقتراح الاعتمادات المالية اللازمة لمنح الجائزتين. تكون مدة عضوية اللجنة ثلاث سنوات قابلة للتجديد لمدة أو لمدد أخر مماثلة. تقدم الهيئات أو المؤسسات المتخصصة في العلوم والفنون والآداب إلى اللجنة أسماء من ترى ترشيحهم لنيل الجائزتين التقديرية والتشجيعية، مع تقرير مفصل بأسباب الترشيح. ويجوز للجنة الأمناء اختيار من تراه مناسباً لنيل جائزة الدولة التقديرية إذا لم تتلق ترشيحات من أي من تلك الجهات. تجتمع اللجنة بدعوة من رئيسها، مرة كل شهر على الأقل، وكلما دعت الحاجة، ولا يكون اجتماعها صحيحاً إلا بحضور أغلبية الأعضاء، على أن يكون من بينهم الرئيس أو نائبه، وتصدر قراراتها بأغلبية أصوات الأعضاء الحاضرين، وعند تساوي الأصوات يرجح الجانب الذي منه الرئيس. للجنة أن تدعو لحضور اجتماعاتها من ترى الاستعانة بهم من موظفي وزارة الثقافة والفنون والتراث، وغيرهم من ذوي الكفاءة في مجالات العلوم والفنون والآداب، دون أن يكون لهم حق التصويت. تعين اللجنة لجان تقويم من ذوي الكفاءة والخبرة في مجالات العلوم والفنون والآداب، لإبداء الرأي في أعمال المرشحين لنيل جائزة الدولة التشجيعية. وتقوم اللجنة باختيار الفائز على ضوء تقارير هذه اللجان. تحدد بقرار من اللجنة، إجراءات تسليم جوائز الدولة التقديرية والتشجيعية وميدالياتها. يصدر وزير الثقافة والفنون والتراث، بناء على اقتراح اللجنة، القرارات اللازمة لتنفيذ هذا القانون. على جميع الجهات المختصة، كل فيما يخصه، تنفيذ هذا القانون. ويُنشر في الجريدة الرسمية.
