The Central Authorities may forward and receive requests, and they may communicate directly or through the diplomatic channel. The Requested State may refuse or postpone assistance on specified grounds, and its competent authority must notify the requesting State in writing of the reasons. Requests for assistance must be in writing, unless the Central Authority of the Requested State waives that requirement in urgent cases.
