(d) “human rights” means the rights and freedoms to which every person is entitled by virtue of simply being a human being, without distinction of any kind as to nationality, sex, religion, language, origin, or any other status which may lead to his or her being subjected to any form of discrimination; (e) “person deprived of liberty” means a person who is detained or otherwise deprived of freedom of movement by a State authority or with the State’s consent or acquiescence, and is not permitted to leave at will, save pursuant to a court decision, an order of local authorities, or any other form of administrative measure.
