This article defines key terms used in the regulation, including account, account provider, durable medium, e-money account, e-money issuer, financial service consumer, and KFS. These regulations apply only to accounts offered to the financial service consumer as defined in the regulation. An account provider must give a completed Key Facts Statement to a financial service consumer when required by the regulation, in the prescribed form and on a durable medium; the statement is generally signed by both provider and consumer unless Article 8 says the consumer need not sign. A Key Facts Statement must follow the prescribed Annex I and II form, and an account provider may only add or revise information if needed to avoid misleading the consumer.
