About this statute

This Organic Law sets out the organization and functioning of the Senate. The Senate must debate and vote on laws, legislate, oversee the Executive, monitor certain constitutional principles, and give the Chamber of Deputies opinions on the State finance bill before final adoption. The Senate has powers over laws, including constitutional amendment, organic laws, certain international treaty approval laws, defence and national security laws, appointments, and advice on national issues. A senator must be a Rwandan of integrity and proven experience, with at least a bachelor’s degree or equivalent, or senior public/private sector experience. A senator is elected or appointed in accordance with the Constitution, especially Article 80, and other relevant laws.
