About this statute

All peoples have the right of self-determination, and States Parties must promote and respect that right. Each State Party must respect and ensure Covenant rights for people in its territory and jurisdiction, without discrimination, and must provide effective remedies and legislative measures to make those rights workable. States Parties must ensure equal rights for men and women in the enjoyment of all civil and political rights. States Parties may derogate from Covenant obligations during an officially proclaimed public emergency, but only as strictly required and without discriminatory effect; they must notify other States Parties through the UN Secretary-General and later report when the derogation ends. No one may use the Covenant to justify destroying recognized rights and freedoms or limiting them more than the Covenant allows.
