Each State Party must never use, make, acquire, keep, transfer, or help others with anti-personnel mines, and must destroy them or ensure they are destroyed. This article defines key terms used for mines, anti-personnel mines, anti-handling devices, transfer, and mined areas. State parties may keep or transfer only the minimum necessary anti-personnel mines for mine detection, clearance, destruction, or training, and may transfer mines for destruction. They must also update and report this information every year by 30 April. Each State Party must destroy or ensure the destruction of its stockpiled anti-personnel mines, except as provided in Article 3. States must destroy anti-personnel mines in mined areas within 10 years, mark and monitor mined areas, and may request an extension if needed.
