This provision says the Law aims to prevent and punish cyber-crimes. This provision says the law applies to all cyber-crimes committed in Rwanda, or outside Rwanda if their effects are felt in Rwanda. This article defines key terms used in the law. An electronic communications provider must inform clients about cybercrime trends, set up reporting procedures, advise clients on self-protection measures, and disclose abuses to the affected victim and the cyber security organ.
