The Prime Minister, the Minister of Justice and Attorney General, and the Minister of Foreign Affairs and International Cooperation are responsible for implementing this Order. The agreement does not stop a party from giving assistance to the other party under other international treaties or agreements. This Order takes effect on the day it is published in the Official Gazette of Rwanda. The Requested Party may refuse or postpone assistance in listed cases, but it must not refuse only because of bank secrecy, must consider conditional assistance first, and must give reasons.
