Each State Party must take necessary and effective measures to stop unmarked explosives moving into or out of its territory. States must control unmarked explosives and ensure their destruction, marking, or disabling, with specific deadlines and limited military/police exceptions. The Commission is established, its members must be experts, they serve three years and may be reappointed, and the Commission may adopt its rules of procedure with Council approval.
