About this statute

This article defines several terms used in the Convention. This article makes it an offence to intentionally use or handle explosive or lethal devices at public-use places, government facilities, public transport systems, or infrastructure facilities, and also covers attempts, accomplices, organizers, directors, and other intentional contributors. The Convention does not apply in a listed single-State offence scenario, but articles 10 to 15 may still apply as appropriate. Each State Party must adopt measures needed to make the Article 2 offences criminal offences in domestic law and punish them with appropriate penalties. Each State Party must adopt necessary measures, including domestic legislation where appropriate, to ensure certain convention-related criminal acts are not justifiable and are punished proportionately to their gravity.
