About this statute

This provision says the Order sets out how the Steering Committee for public-private partnership approval and oversight will operate. The Steering Committee meeting is called when necessary by the Minister in charge of finance and economic planning, or by the Chief Executive Officer of Rwanda Development Board if the Minister is absent. Steering Committee meetings must be notified in writing at least 7 days in advance, unless all members accept short notice by email. Steering Committee meetings need a quorum of at least two thirds of members; if quorum is still lacking at a second convened meeting, at least two members may attend. Members cannot be represented at meetings, but absent members may give opinions electronically or by another approved method. The Steering Committee may invite a resource person to its meetings, and that person may not vote.
