ICCROM has several functions to support worldwide conservation and restoration of cultural property. This article sets out who may join ICCROM, who decides admission, and when membership starts, and it requires member states to contribute to ICCROM’s budget. ICCROM is made up of a General Assembly, a Council, and a Secretariat. The General Assembly is made up of Member State delegates and has to set policies, approve the programme and budget, and handle membership decisions. Some named bodies may attend as observers and submit proposals, but cannot vote. The Council nominates the Director-General, and the General Assembly appoints them and sets the term and conditions.
