About this statute

This provision says the law protects disabled persons in general. This article defines disability and a disabled person, and gives the Minister in charge of Health power to set how disabled persons are classified into basic categories. Every disabled person is entitled to equal rights before the law and to human dignity. Centres and associations serving disabled persons must meet conditions for safety, health, capacity, and equipment; the State must monitor and support them, and the social affairs minister issues governing instructions. Disabled persons have a right to live in the family on the same terms as others, and certain orphan disabled persons must be provided with care arrangements; the Minister in charge of Social affairs determines how the State assists disabled persons without a caretaker.
