Workers' and employers' organisations are entitled to adequate protection against interference in their establishment, functioning, or administration. Where needed, appropriate machinery should be set up to ensure respect for the right to organise. Where needed, appropriate measures should be taken to encourage and promote voluntary negotiation machinery for collective agreements. The Convention’s guarantees for the armed forces and police are applied to the extent set by national laws or regulations, and ratification does not disturb existing laws, awards, customs, or agreements that already give them guarantees.
