This article defines which wastes count as hazardous wastes or other wastes under the Convention, and excludes certain radioactive and ship-related wastes from its scope. This article defines key terms used in the Convention, including wastes, management, transboundary movement, competent authority, and several party roles. Each Party must tell the Convention Secretariat, within six months of becoming a Party, which hazardous wastes it treats as hazardous and what transboundary movement procedures apply. Parties must also report major updates, and the Secretariat must pass the information on to all Parties. Parties must control hazardous waste exports and imports, reduce waste generation, ensure environmentally sound management, and cooperate on enforcement and information sharing. Parties must designate or establish competent authorities and a focal point, then notify the Secretariat of those designations and any later changes within the stated time limits.
