This article defines key terms used in the Convention. This article states the Convention’s objectives: prevent or reduce internal displacement, establish a legal framework for prevention and assistance, promote cooperation and durable solutions, and set out responsibilities of States Parties and other actors. States Parties must protect internally displaced persons and prevent arbitrary displacement. States Parties must prevent arbitrary displacement, set up early warning and disaster-response measures, protect internally displaced persons, and treat serious arbitrary displacement as offences; the African Union must support these efforts. States Parties must protect and assist internally displaced persons, cooperate with each other, and let relief and humanitarian support move quickly and safely.
