This article says the parties may choose an arbitrator or arbitral panel to handle the dispute, except where Article 40 applies. Written communications are treated as received when delivered to the addressee or, if those locations cannot be found after reasonable inquiry, when sent by registered letter or another method that records the delivery attempt. The rule does not apply to written communications filed during court proceedings.
