This Order starts to apply on the day it is published in the Official Gazette of Rwanda. Investments covered by this article may not be expropriated except for a public purpose, under due process, without discrimination, and with prompt, adequate, effective compensation. Investors whose property is damaged or lost in war, unrest, or similar events must receive treatment no less favorable than local or third-state investors, and certain losses from requisition or destruction must be compensated.
