About this statute

This article ratifies the Rwanda–Djibouti investment agreement and makes it fully effective. It also defines key terms used in the agreement. The named ministers are responsible for implementing this Order. The Agreement applies to qualifying investments made under national laws, but not to disputes that arose before it entered into force. This Order starts to apply on the day it is published in the Official Gazette of the Republic of Rwanda. Contracting Parties must treat foreign investments no less favorably than comparable domestic or third-state investments, and must give favorable consideration to entry and stay requests linked to investments. The Agreement does not stop a Contracting Party from using non-discriminatory legal measures, and it also allows security-based exceptions in specified situations.
