This article ratifies the Rwanda–UAE investment agreement and makes it fully effective. It also defines key terms like investor, investment, returns, freely convertible currency, and territory. The Agreement applies to qualifying investments, but it does not cover disputes that arose before it entered into force, and a contract breach is not treated as a breach of the Agreement. This Order takes effect on the date it is published in the Official Gazette of the Republic of Rwanda. Each Contracting Party must treat covered investors fairly and equitably, give them full protection and security, allow access to courts and authorities, and not hinder their investments by arbitrary or discriminatory measures. Each Party must treat investors from the other Party and their investments no less favourably than its own investors and investments, subject to its laws and regulations.
