Members must publish and make available certain trade-facilitation information, maintain enquiry points, and notify the Committee on Trade Facilitation. Members must let traders and other interested parties comment on proposed customs-related laws and must publish or otherwise make them public early enough before they take effect; they should also hold regular consultations with border agencies and traders or other stakeholders. Each Member must issue advance rulings within a reasonable time, publish the application rules and timing, and provide written reasons if it refuses a ruling. People subject to a customs administrative decision have a right to appeal or seek review, and Members must make appeal/review procedures non-discriminatory and provide reasons for the decision. A Member that issues border-control notifications or guidance must apply the listed disciplines, including prompt notice of detention, second-test handling, and prompt publication or notice when such measures end or are suspended.
