Statute overview

About this statute

The referendum on the Constitution is held the same way in the country and abroad, and every Rwandan who meets the legal requirements has the right to vote. Each voter may cast only one vote, and voting more than once can lead to penalties under article 34. A referendum is conducted transparently and by secret, direct ballot. Adults who meet the law’s conditions may vote if they are registered on the electoral list; every qualified Rwandan must register, and no one may be listed more than once. To be registered on the electoral list, a person must produce an identification document issued by a competent authority.
