About this statute

This Order sets the rules for deploying medical doctors and other health professionals in public health institutions. Medical health professionals must register with their respective professional bodies. Health-sector appointments for A1-level and above medical staff are made by the Minister in charge of Health without competition, if the posts are available and budgeted. Hospital directors are appointed only after a competition organized by the ministry. Health professionals in A1 and above may be appointed only after the hospital’s test and the Minister of Health’s non-objection, and the health facility must then sign a contract with the successful candidates. Institutions may not hire new A2-level nurses; current A2 nurses may keep working, and resigning A2 nurses must be replaced by at least A1-level nurses.
