Statute overview

About this statute

This provision creates RTDA and says it has legal personality and administrative and financial autonomy. RTDA’s head office must be in Kigali City, and it may be moved elsewhere in Rwanda if necessary. RTDA may also open branches elsewhere in Rwanda and abroad if necessary, with approval by a Prime Minister’s Order. RTDA’s mission is to manage, supervise, and develop Rwanda’s road, airport, railway, and waterways transport infrastructure. A Prime Minister’s Order determines RTDA’s supervising authority and category, and that supervising authority and the Board of Directors must sign a performance contract. The contract under Article 4 must set out RTDA governance responsibilities, expected results, and the source of RTDA property plus its operating and permanent audit arrangements.
