Unprotected swamp land that is lent remains the private domain of the State. The beneficiary of the lending shall not be allowed to mortgage or transfer it. However, he/she is allowed to transfer or mortgage his/her activities carried out on the land. Le marais non protégé prêté reste le domaine privé de l’Etat. Quand le marais non protégé en exploitation est prêté à un autre utilisateur, celui-ci doit payer une juste indemnisation pour les activités menées sur ce marais avant le début de l’exécution du projet approuvé. Any person who has carried out activities in unprotected swamp land as provided for by this Order which are in line with the utilisation of the swamp, and does not have any contract of lending that swamp land with the compentent authority, is requested to prepare his/her project and submit it to the compentent authority in a period not exceeding one (1) year.
