Insurance activities in Rwanda are reserved to legal persons governed by Rwandan law and require prior authorization from the President of the Republic. Insurance companies operating in Rwanda must have at least 30% Rwandan participation, including mixed and private companies. The minimum capital required to form an insurance company is fixed according to Article 18 of Decree-Law No. 07/81 of 28 April 1981. Insurance companies in Rwanda must have their contracts reviewed and first approved by their board of directors, and the contracts must be notified to the ministers responsible for trade and finance.
