Article One: Accession Article premier: Adhésion Rwanda accedes to the Convention on the Suppression of Unlawful Acts relating to International Civil Aviation, done at Beijing, on 10 September 2010, annexed to this Order and the said Convention becomes fully effective. Le Rwanda adhère à la Convention sur la répression des actes illicites dirigés contre l’aviation civile internationale, faite à Beijing, le 10 septembre 2010, annexée au présent arrêté, et ladite Convention sort son plein et entier effet. or that technology (4) any equipment, materials or software or related significantly contributes to the design, manufacture or delivery of a BCN weapon without lawful authorization and with the intention that it will be used for such purpose; Each State Party shall likewise take such measures as may be necessary to establish its jurisdiction over the offences set forth in Article 1, in the case where the alleged offender is present in its territory and it does not extradite that person pursuant to Article 12 to any of the States Parties that have established their jurisdiction in accordance with the applicable paragraphs of this Article with regard to those offences. 3.
