About this statute

Rwandans who meet the legal requirements have the right to vote in the constitutional referendum. Each voter may vote only once, and voting more than once is punishable under article 34. The referendum must be conducted transparently, by secret ballot, and by direct ballot. Eligible Rwandan voters must be at least 18, not disqualified by this law, and registered on the electoral list for their place of residence. To be registered on the electoral list, a person must produce an identification document issued by a competent authority.
