Temporary agents may be engaged by contract when necessary. The Minister of Colonies and the Governor General may, in special cases, exempt agents from the prohibitions and obligations in articles 14, 15, and 17. The Governor General may delegate these powers to the Secretary General and provincial governors. In special cases, the Minister of Colonies and the Governor-General may exempt officials from certain prohibitions and duties, and the Governor-General may delegate those powers to the Secretary-General and provincial governors. Certain senior officials may appoint interim officers for command and assistance roles, within the limits of their respective powers.
