These regulations set additional requirements for the registration and operation of faith-based organizations, and requirements for organizations to fight money laundering, terrorist financing, and proliferation of weapons of mass destruction. This article defines “District” and “organization” for the regulations. An organization applying for legal personality must submit several supporting documents to the Rwanda Governance Board and pay a non-refundable FRW 2,000,000 fee. An organization seeking a collaboration letter must submit the listed documents and supporting materials to the Rwanda Governance Board. The District or City of Kigali must respond to a collaboration request within 90 working days after all required documents are submitted and verified. The collaboration letter is valid for five years and may be renewed after an assessment.
