Article XIV says the Agreement starts when the Director General receives acceptance from three African Member States, with a special start date of 4 April 2020 if notice arrives before the 1990 AFRA expires; any Government Party may withdraw by written notice. The Governments Parties must work together, and with the Agency, to promote and coordinate cooperative training, research, development, and teaching projects in nuclear science and technology through their national institutions. The Agency must convene a Meeting of Representatives as required, at least once a year, at the Agency’s headquarters. The Meeting has authority over program priorities, project approval, review, reports, participation conditions, and related matters. A Government Party may send a written co-operative project proposal to the Agency, and the Agency must notify the other Parties when it receives it. Government parties may join a co-operative project by notifying the Agency, and participating governments must implement their assigned part and report annually.
