About this statute

Rwanda accedes to the cybercrime convention and its additional protocol, and the provision also defines key terms like computer system, computer data, service provider, and traffic data. These four ministers are responsible for implementing this Order. The provision requires Parties to criminalize intentional illegal interception of non-public computer data and intentional public dissemination of racist or xenophobic material through computer systems, and it lets Parties reserve some exceptions. This Order takes effect when it is published in the Official Gazette of Rwanda. Each Party must adopt laws to make certain intentional computer-system interference and racist/xenophobic insult via computer system criminal offences.
