About this statute

Insurance business in Rwanda may not be carried on without Central Bank licensing, except for insurers established by law. This article classifies insurance business into long-term and short-term categories. Insurers must keep long-term and short-term insurance business separate, with a reinsurance-related exception. A person proposing to carry on short and long term insurance business must maintain at least RWF 1,000,000,000 in paid-up cash capital. Anyone proposing to carry on insurance business in Rwanda must apply to the Central Bank using the prescribed form, and each license application must include a non-refundable fee of 1,000,000 Rwf.
