The Public Procurement Act (Cap. 305) provides for the basic principles and procedures to be applied in, and regulate, the public procurement of goods, public works, consultancy services, and other services and for the institutions responsible for those matters. 2. Section 24 of the Act provides for appointment of a Director, who shall provide administrative and professional support to the Board; ensure the proper implementation of the work programme of the Board; prepare and co-ordinate the preparation of such papers, documents or studies as may be requested by the Board; and carry out any other duties, as may be considered necessary. To align with the designation of the post in other organisations and also to follow the international standards in the field, it is proposed to change the designation of “Director” to “Chief Executive Officer”. The re-designated title will reflect the strategic and operational responsibilities associated with the said post. It is proposed to amend sections 23, 24 and 26 of the Act, to change the reference of “Director” to “Chief Executive Officer”. 3. This Bill seeks to achieve the above objective. Section 24 of the principal Act is amended — (a) by repealing the marginal heading and therefor substituting the following marginal heading — “Chief Executive Officer”; (b) in subsections (1), (2), (3), (4) and (5), by repealing the word “Director” and therefor substituting the words “Chief Executive Officer” respectively. Section 26 of the principal Act is amended by repealing the word “Director” occurring at both places and therefor substituting the words “Chief Executive Officer” respectively.
