Short title 1. This Ordinance may be cited as the Litter Ordinance, 1971. Interpretation 2. In this Ordinance— “deposit” includes throw or drop; “public place” means any place to which the public are entitled to have access without payment, and includes (without limiting the term) any wharf, public street, public road or public path, and any public recreation ground whether or not payment is charged for access to it; “litter” includes (without limiting the term) any bottle, jar, tin, can, carton, packet, wrapper or other container or portion of a container, from which the contents have been wholly or partly removed. Penalty for depositing litter 3. A person who deposits or leaves any litter in any public place, except in a refuse receptacle installed by the authority in charge of the place, commits an offence.
